  • Status: Vetoed, override failed
  • Term: 2019-2020
  • House committee: Education
  • Senate committee: Education and Workforce Development
  • Subject: Education - General

The Story

It was introduced on January 2, 2019 and referred to the House Education committee. The committee held a public hearing on January 22, 2019. The committee met in executive session on February 5, 2019 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it with changes (amendment 2019-0247h) by a vote of 14–6, and the report was placed on the regular calendar. The committee's amendment (2019-0247h) was adopted on a voice vote on February 28, 2019, changing the text of the bill. On February 28, 2019 the House voted to pass it with changes on a division vote 200–128. It crossed to the Senate on March 14, 2019 and was referred to the Senate Education and Workforce Development committee. The committee held a public hearing on March 26, 2019. The committee recommended that the Senate pass it with changes (amendment 2019-1962s). The committee's amendment (2019-1962s) was adopted on a voice vote on May 23, 2019, changing the text of the bill. On May 23, 2019 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 23, 2019 the Senate adopted “Special Order to to the present time, Without Objection”. On June 13, 2019 the House adopted “House Concurs with Senate Amendment 1962s” on a voice vote, on a motion by Rep. Myler. An enrolled bill amendment (2019-2645e) was adopted on a roll call 211–145 on September 19, 2019. These correct technical errors found after passage. The bill was enrolled on September 19, 2019 — the final check of the text before it goes to the governor. On September 19, 2019 the House voted 213–149 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold. The governor vetoed it on September 27, 2019. The legislature can override a veto with a two-thirds vote in both chambers.
