The Story

It was introduced on January 2, 2019 and referred to the House Science, Technology and Energy committee. The committee held a public hearing on February 5, 2019. The committee met in executive session on February 13, 2019 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it with changes (amendment 2019-0388h) by a vote of 12–7, and the report was placed on the regular calendar. The committee's amendment (2019-0388h) was adopted on a voice vote on March 14, 2019, changing the text of the bill. On March 14, 2019 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 21, 2019 and was referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on April 2, 2019. The committee voted unanimously, 5–0, to recommend that the Senate pass it, and the report was placed on the consent calendar. On May 23, 2019 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on June 13, 2019 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2019-2376e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 1, 2019, making it Chapter 149 of the session laws.
