- Status: Vetoed, override failed
- Term: 2019-2020
- House committee: Criminal Justice and Public Safety
- Senate committee: Judiciary

The Story
It was introduced on January 2, 2019 and referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on February 13, 2019. The committee met in executive session on February 21, 2019 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it by a vote of 10–9, and the report was placed on the regular calendar. A floor amendment (2019-1101h), offered by Rep. B. Griffin, was rejected on a roll call 92–237 on March 19, 2019. On March 19, 2019 the House rejected a motion to lay it on the table on a roll call 147–202, on a motion by Rep. Welch. On March 19, 2019 the House voted to pass it on a roll call 203–148. It crossed to the Senate on March 28, 2019 and was referred to the Senate Judiciary committee. The committee held a public hearing on April 30, 2019. The committee recommended that the Senate pass it. On May 23, 2019 the Senate adopted “Special Order to the beginning of the regular calendar, Without Objection”. A floor amendment (2019-2244s), offered by Sen. Hennessey, was adopted on a roll call 13–10 on May 23, 2019, changing the text of the bill. On May 23, 2019 the Senate voted to pass it with changes and ordered it to a third reading. On June 13, 2019 the House adopted “House Concurs with Senate Amendment 2244s” on a roll call 196–161, on a motion by Rep. Cushing. The bill was enrolled on June 27, 2019 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2019-2656e) was adopted on a voice vote to correct technical errors found after passage. The governor vetoed it on August 9, 2019. The legislature can override a veto with a two-thirds vote in both chambers. On September 18, 2019 the House voted 218–162 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
