HB 106 (2019)

relative to the terms "resident," "inhabitant," "residence," and "residency."

  • Status: Vetoed, override failed
  • Term: 2019-2020
  • House committee: Election Law
  • Senate committee: Election Law and Municipal Affairs
  • Subject: Elections

The Story

It was introduced on January 2, 2019 and referred to the House Election Law committee. The committee held a public hearing on January 10, 2019. The committee met in executive session on February 12, 2019 to vote on its recommendation. The minority of the committee recommended that the House kill it. The committee voted 12–8 to recommend that the House pass it, and the report was placed on the regular calendar. On March 7, 2019 the House voted to pass it on a roll call 213–154. It crossed to the Senate on March 14, 2019 and was referred to the Senate Election Law and Municipal Affairs committee. The committee held a public hearing on April 17, 2019. The committee recommended that the Senate pass it. On June 6, 2019 the Senate voted to pass it and ordered it to a third reading. The bill was enrolled on June 27, 2019 — the final check of the text before it goes to the governor. The governor vetoed it on July 29, 2019. The legislature can override a veto with a two-thirds vote in both chambers. On September 18, 2019 the House voted 224–158 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
