The committee met in executive session on April 1, 2019, April 2, 2019 and April 3, 2019. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it with changes (amendment 2019-1397h) by a vote of 13–9, and the report was placed on the regular calendar. The committee's amendment (2019-1397h) was adopted on a roll call 223–161 on April 11, 2019, changing the text of the bill. A floor amendment (2019-1455h), offered by Reps. Abbas, Hinch, L. Ober, Weyler and Janigian, was rejected on a roll call 159–221 on April 11, 2019. On April 11, 2019 the House voted to pass it with changes on a roll call 225–159. It crossed to the Senate on April 18, 2019 and was referred to the Senate Finance committee. The committee recommended that the Senate pass it with changes (amendment 2019-2405s). The committee's amendment (2019-2405s) was adopted on a voice vote on June 6, 2019, changing the text of the bill. On June 6, 2019 the Senate adopted “DHHS, Division of Development Services, Pages 163-167, New Hampshire Hospital, Pages 168-170, Department of Education - Education Trust Fund, Pages 181-183, Community College System of New Hampshire, Pages 191-192, University System of New Hampshire, (Not Amended); RC 24Y-0N”. On June 6, 2019 the Senate voted to pass it with changes and ordered it to a third reading. On June 6, 2019 the House adopted “House Non-Concurs with Senate Amendment 2405s and Requests CofC” on a voice vote, on a motion by Rep. Mary Jane Wallner. On June 6, 2019 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. D'Allesandro. A committee of conference met on June 17, 2019, June 18, 2019, June 19, 2019 and June 20, 2019 to try to settle the differences between the two chambers' versions of the bill. On June 27, 2019 the Senate adopted the conference report (2019-2616c) on a roll call 14–10. On June 27, 2019 the House adopted the conference report (2616c) on a roll call 209–144. The bill was enrolled on June 27, 2019 — the final check of the text before it goes to the governor. The governor vetoed it on June 28, 2019. The legislature can override a veto with a two-thirds vote in both chambers. On September 25, 2019 the House voted 204–151 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
