On March 16, 2017 the Senate rejected a motion to lay it on the table, on a motion by Sen. Woodburn. On March 16, 2017 the Senate adopted “call the question” on a voice vote, on a motion by Sen. Regina Birdsell. A floor amendment (2017-0898s), offered by Sen. Bradley, was adopted on a roll call 14–9 on March 16, 2017, changing the text of the bill. On March 16, 2017 the Senate voted to pass it with changes, then referred it on to the Senate Finance committee. The committee recommended that the Senate send it back to committee. On March 23, 2017 the Senate adopted “Special Order SB 7-FN-L to the Next Session, Without Objection”. On March 29, 2017 the Senate adopted “Special Order SB 7-FN-L to 03/30/2017, Without Objection”. On March 30, 2017 the Senate rejected a motion to send it back to committee. It crossed to the House and was referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on April 12, 2017. The committee met in executive session on April 18, 2017 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on August 31, 2017 and September 14, 2017. The committee met in executive session on October 26, 2017 to vote on its recommendation. The committee voted unanimously, 20–0, to recommend that the House kill it, and the report was placed on the consent calendar. On January 3, 2018 the House voted to kill it on a voice vote.
