It was introduced on January 3, 2018 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on January 24, 2018. The committee recommended that the Senate pass it with changes (amendment 2018-0522s). On February 15, 2018 the Senate adopted “Without Objection, Rule 3-17 is Suspended to Allow Non-Germane Amendment #2018-0522s ; 2/3 Necessary”. The committee's amendment (2018-0522s) was adopted on a voice vote on February 15, 2018, changing the text of the bill. On February 15, 2018 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On March 15, 2018 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on March 15, 2018 and was referred to the House Executive Departments and Administration committee. The committee held public hearings on April 10, 2018 and April 17, 2018. The committee met in executive session on April 24, 2018 to vote on its recommendation. The minority of the committee recommended that the House pass it. The majority of the committee recommended that the House pass it with changes (amendment 2018-1690h) by a vote of 11–7, and the report was placed on the regular calendar. The committee's amendment (2018-1690h) was adopted on a roll call 169–157 on May 2, 2018, changing the text of the bill. On May 2, 2018 the House voted to pass it with changes on a roll call 174–156. On May 10, 2018 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Sharon Carson. On May 10, 2018 the House adopted “House Accedes to Senate Request for CofC” on a voice vote, on a motion by Rep. McGuire. The governor signed it on July 2, 2018, making it Chapter 365 of the session laws. It took effect on July 1, 2018.
