The Story
It was introduced on January 3, 2018 and referred to the Senate Election Law and Internal Affairs committee. The committee held public hearings on January 16, 2018 and January 23, 2018. The committee recommended that the Senate pass it with changes (amendment 2018-0717s). The committee's amendment (2018-0717s) was adopted on a voice vote on March 8, 2018, changing the text of the bill. On March 8, 2018 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House and was referred to the House Election Law committee. The committee held a public hearing on March 29, 2018. The committee held work sessions on April 11, 2018 and April 19, 2018. The committee met in executive session on April 19, 2018 to vote on its recommendation. The committee voted unanimously, 18–0, to recommend that the House pass it with changes (amendment 2018-1656h), and the report was placed on the consent calendar. The committee's amendment (2018-1656h) was adopted on a voice vote on May 3, 2018, changing the text of the bill. A floor amendment (2018-1800h), offered by Rep. Kurk, was adopted on a voice vote on May 3, 2018, changing the text of the bill. On May 3, 2018 the House voted to pass it with changes on a voice vote. On May 10, 2018 the Senate voted to reject the other chamber's changes, on a motion by Sen. James Gray. On May 10, 2018 the House adopted “House Accedes to Senate Request for CofC” on a voice vote, on a motion by Rep. B. Griffin. On May 23, 2018 the House adopted the conference report (1999c) on a roll call 182–159. On May 23, 2018 the Senate adopted “call the question” on a voice vote, on a motion by Sen. Kevin Avard. On May 23, 2018 the Senate adopted the conference report (2018-1999c) on a roll call 14–9. The bill was enrolled on May 23, 2018 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2018-2110e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on June 25, 2018, making it Chapter 329 of the session laws.
