The Story
It was introduced on January 3, 2018 and referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on March 6, 2018. The committee recommended that the Senate pass it with changes (amendment 2018-1084s). The committee's amendment (2018-1084s) was adopted on a roll call 17–4 on March 21, 2018, changing the text of the bill. On March 21, 2018 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 22, 2018 and was referred to the House Science, Technology and Energy committee. The committee held a public hearing on April 11, 2018. The committee held work sessions on April 18, 2018 and April 24, 2018. The committee met in executive session on April 24, 2018 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it with changes (amendment 2018-1701h) by a vote of 14–6, and the report was placed on the regular calendar. The committee's amendment (2018-1701h) was adopted on a voice vote on May 3, 2018, changing the text of the bill. On May 3, 2018 the House voted to pass it with changes on a roll call 225–108. On May 10, 2018 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Kevin Avard. The bill was enrolled on May 23, 2018 — the final check of the text before it goes to the governor. The governor vetoed it on June 19, 2018. The legislature can override a veto with a two-thirds vote in both chambers. On September 13, 2018 the Senate voted 21–3 to override the governor's veto on a roll call, meeting the two thirds threshold. On September 13, 2018 the House voted 226–113 to override the governor's veto on a roll call, meeting the two thirds threshold.
