The majority of the committee recommended that the House pass it by a vote of 11–9, and the report was placed on the regular calendar. On March 8, 2017 the House voted to pass it on a roll call 188–163. It crossed to the Senate on March 9, 2017 and was referred to the Senate Election Law and Internal Affairs committee. The committee held a public hearing on March 21, 2017. The committee voted unanimously, 5–0, to recommend that the Senate send it back to committee, and the report was placed on the consent calendar. On May 31, 2017 the Senate voted to send it back to committee on a voice vote. The committee recommended that the Senate pass it with changes (amendment 2017-2536s). The committee's amendment (2017-2536s) was adopted on a roll call 14–9 on January 3, 2018, changing the text of the bill. On January 3, 2018 the Senate voted to pass it with changes and ordered it to a third reading. On April 26, 2018 the House adopted “House Non-Concurs with Senate Amendment 2536s and Requests CofC ()” on a voice vote. On May 10, 2018 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. James Gray. A committee of conference met on May 15, 2018 and May 17, 2018 to try to settle the differences between the two chambers' versions of the bill.
