The Story
It was introduced on January 5, 2017 and referred to the House Transportation committee. The committee held a public hearing on February 1, 2017. The committee met in executive session on February 8, 2017 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on May 3, 2017, September 6, 2017, September 27, 2017 and October 11, 2017. The committee met in executive session on October 18, 2017 to vote on its recommendation. The committee voted unanimously, 15–0, to recommend that the House pass it with changes (amendment 2017-2447h), and the report was placed on the consent calendar. The committee's amendment (2017-2447h) was adopted on a voice vote on January 3, 2018, changing the text of the bill. On January 3, 2018 the House voted to pass it with changes on a voice vote. It crossed to the Senate on February 1, 2018 and was referred to the Senate Transportation committee. The committee held a public hearing on March 29, 2018. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2018-1646s), and the report was placed on the consent calendar. On April 26, 2018 the Senate adopted “Special Order to 05/02/2018, Without Objection”. The committee recommended that the Senate pass it with changes (amendment 2018-1646s). The committee's amendment (2018-1646s) was adopted on a voice vote on May 2, 2018, changing the text of the bill. A floor amendment (2018-1832s), offered by Sen. Regina Birdsell, was adopted on a voice vote on May 2, 2018, changing the text of the bill. On May 2, 2018 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 10, 2018 the House adopted “House Non-Concurs with Senate Amendment 1646s and 1832s and Requests CofC” on a voice vote, on a motion by Rep. Steven Smith. On May 10, 2018 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Bill Gannon. A committee of conference met on May 15, 2018 to try to settle the differences between the two chambers' versions of the bill. On May 23, 2018 the Senate adopted the conference report (2018-2058c) on a roll call 17–6. On May 23, 2018 the House adopted the conference report (2058c) on a voice vote. The bill was enrolled on May 23, 2018 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2018-2102e) was adopted on a voice vote to correct technical errors found after passage. The governor vetoed it on July 2, 2018. The legislature can override a veto with a two-thirds vote in both chambers. On September 13, 2018 the House voted 279–66 to override the governor's veto on a roll call, meeting the two thirds threshold. On September 13, 2018 the Senate voted 5–19 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
