The committee held work sessions on January 26, 2017 and February 22, 2017. The committee met in executive session on February 28, 2017 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on September 12, 2017 and September 26, 2017. The committee met in executive session on October 25, 2017 to vote on its recommendation. The committee voted unanimously, 23–0, to recommend that the House pass it, and the report was placed on the consent calendar. On January 3, 2018 the House voted to pass it on a voice vote. It crossed to the Senate on February 1, 2018 and was referred to the Senate Ways and Means committee. The committee held a public hearing on March 14, 2018. The committee recommended that the Senate pass it with changes (amendment 2018-1784s). The committee's amendment (2018-1784s) was adopted on a voice vote on May 3, 2018, changing the text of the bill. On May 3, 2018 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 10, 2018 the House adopted “House Non-Concurs with Senate Amendment 1784s and Requests CofC” on a voice vote, on a motion by Rep. Major. On May 10, 2018 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Sanborn. A committee of conference met on May 15, 2018 to try to settle the differences between the two chambers' versions of the bill. On May 23, 2018 the Senate adopted the conference report (2018-2025c) on a voice vote. On May 23, 2018 the House adopted the conference report (2025c) on a division vote 230–108. The bill was enrolled on May 23, 2018 — the final check of the text before it goes to the governor. The governor signed it on June 25, 2018, making it Chapter 290 of the session laws.
