The Story

The committee held a work session on February 14, 2017. The committee met in executive session on February 14, 2017 to vote on its recommendation. The committee voted unanimously, 21–0, to recommend that the House pass it with changes (amendment 2017-0436h), and the report was placed on the consent calendar. On March 9, 2017 the House rejected a motion to lay it on the table on a division vote 47–284, on a motion by Rep. Michael Harrington. The committee's amendment (2017-0436h) was adopted on a voice vote on March 9, 2017, changing the text of the bill. On March 9, 2017 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 9, 2017 and was referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on April 11, 2017. The committee recommended that the Senate pass it with changes (amendment 2017-1696s). The committee's amendment (2017-1696s) was adopted on a voice vote on May 18, 2017, changing the text of the bill. On May 18, 2017 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate send it back to committee. On May 31, 2017 the Senate voted to send it back to committee on a voice vote. The Senate withdrew that referral and sent the bill to the Energy and Natural Resources committee instead. The committee recommended that the Senate study it after the session ends. On January 3, 2018 the Senate adopted “Rerefer” on a voice vote, on a motion by Sen. Bradley. The committee recommended that the Senate pass it with changes (amendment 2018-0073s). The committee's amendment (2018-0073s) was adopted on a voice vote on January 18, 2018, changing the text of the bill. On January 18, 2018 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On April 12, 2018 the House adopted “House Non-Concurs with Senate Amendment 1696s and 0073s and Requests CofC” on a voice vote, on a motion by Rep. Barry. On May 2, 2018 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Kevin Avard. A committee of conference met on May 15, 2018 to try to settle the differences between the two chambers' versions of the bill. On May 23, 2018 the Senate adopted the conference report (2018-2050c) on a voice vote. On May 23, 2018 the House adopted the conference report (2050c) on a voice vote. The bill was enrolled on May 23, 2018 — the final check of the text before it goes to the governor. The governor signed it on June 25, 2018, making it Chapter 288 of the session laws.
