The committee met in executive session on February 20, 2018 to vote on its recommendation. The minority of the committee recommended that the House pass it. The majority of the committee recommended that the House study it after the session ends by a vote of 9–7, and the report was placed on the regular calendar. The committee recommended that the Senate pass it with changes (amendment 2018-1630s). The committee's amendment (2018-1630s) was adopted on a roll call 24–0 on April 26, 2018, changing the text of the bill. A floor amendment (2018-1792s), offered by Sen. On May 10, 2018 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Kevin Avard. A committee of conference met on May 14, 2018 to try to settle the differences between the two chambers' versions of the bill. On May 23, 2018 the Senate adopted the conference report (2018-1983c) on a voice vote. On May 23, 2018 the House adopted the conference report (1983c) on a division vote 168–156.
