It was introduced on January 3, 2018 and referred to the House Children and Family Law committee. The committee held a public hearing on January 16, 2018. The committee held work sessions on January 29, 2018, January 30, 2018 and February 6, 2018. The committee met in executive session on February 20, 2018 to vote on its recommendation. The committee voted unanimously, 13–0, to recommend that the House pass it, and the report was placed on the consent calendar. On March 6, 2018 the House adopted “Suspend House Rule 65 (Reps. Hinch, Shurtleff)” on a voice vote. On March 15, 2018 the House adopted “Suspend House Rule 65; extending deadline for action to 3/22/2018 (Reps. Hinch, Shurtleff)” on a voice vote. On March 21, 2018 the House voted to pass it on a roll call 309–9. It crossed to the Senate on March 22, 2018 and was referred to the Senate Judiciary committee. The committee held a public hearing on April 3, 2018. The committee voted unanimously, 5–0, to recommend that the Senate pass it, and the report was placed on the consent calendar. On May 2, 2018 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on May 10, 2018 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2018-1939e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on June 18, 2018, making it Chapter 271 of the session laws.
