The Story

It was introduced on January 3, 2018 and referred to the House Science, Technology and Energy committee. The committee held a public hearing on January 10, 2018. The committee held work sessions on February 13, 2018 and February 20, 2018. The committee met in executive session on February 20, 2018 to vote on its recommendation. The minority of the committee recommended that the House kill it. The committee voted 11–8 to recommend that the House pass it with changes (amendment 2018-0712h), and the report was placed on the regular calendar. On March 6, 2018 the House adopted “Suspend House Rule 65 (Reps. Hinch, Shurtleff)” on a voice vote. On March 15, 2018 the House adopted “Suspend House Rule 65; extending deadline for action to 3/22/2018 (Reps. Hinch, Shurtleff)” on a voice vote. The committee's amendment (2018-0712h) was adopted on a voice vote on March 21, 2018, changing the text of the bill. On March 21, 2018 the House voted to pass it with changes on a roll call 179–150. It crossed to the Senate on March 22, 2018 and was referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on April 17, 2018. The committee voted unanimously, 5–0, to recommend that the Senate study it after the session ends, and the report was placed on the consent calendar. On May 2, 2018 the Senate adopted “Special Order to 05/03/2018, Without Objection”. The committee recommended that the Senate study it after the session ends. On May 3, 2018 the Senate failed “Refer to Interim Study” on a voice vote. A floor amendment (2018-1888s), offered by Sen. Bradley, was adopted on a voice vote on May 3, 2018, changing the text of the bill. On May 3, 2018 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 10, 2018 the House adopted “House Non-Concurs with Senate Amendment 1888s and Requests CofC” on a division vote 182–158, on a motion by Rep. Barry. On May 10, 2018 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Kevin Avard. A committee of conference met on May 15, 2018 and May 16, 2018 to try to settle the differences between the two chambers' versions of the bill. On May 23, 2018 the Senate adopted the conference report (2018-2052c) on a voice vote. On May 23, 2018 the House adopted the conference report (2052c) on a voice vote. The bill was enrolled on May 23, 2018 — the final check of the text before it goes to the governor. The governor signed it on August 3, 2018, making it Chapter 375 of the session laws.
