It was introduced on January 3, 2018 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on January 10, 2018. The committee held a work session on January 25, 2018. The committee met in executive session on January 25, 2018 to vote on its recommendation. The committee voted unanimously, 14–0, to recommend that the House pass it, and the report was placed on the consent calendar. On February 22, 2018 the House voted to pass it on a voice vote. It crossed to the Senate on March 8, 2018 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on April 18, 2018. The committee recommended that the Senate pass it with changes (amendment 2018-1777s). The committee's amendment (2018-1777s) was adopted on a voice vote on May 2, 2018, changing the text of the bill. On May 2, 2018 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 10, 2018 the House adopted “House Concurs with Senate Amendment 1777s” on a voice vote, on a motion by Rep. McGuire. The bill was enrolled on May 23, 2018 — the final check of the text before it goes to the governor. The governor signed it on June 12, 2018, making it Chapter 251 of the session laws.
