The committee voted unanimously, 20–0, to recommend that the House pass it with changes (amendment 2018-0467h), and the report was placed on the consent calendar. On March 6, 2018 the House adopted “Suspend House Rule 65 (Reps. Hinch, Shurtleff)” on a voice vote. On March 15, 2018 the House adopted “Suspend House Rule 65; extending deadline for action to 3/22/2018 (Reps. Hinch, Shurtleff)” on a voice vote. Webb, was rejected on a division vote 92–234 on March 22, 2018. On March 22, 2018 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 22, 2018 and was referred to the Senate Commerce committee. The committee held a public hearing on April 24, 2018. The committee recommended that the Senate pass it. On May 2, 2018 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on May 10, 2018 — the final check of the text before it goes to the governor. The governor signed it on June 8, 2018, making it Chapter 186 of the session laws.
