  • Term: 2017-2018
  • House committee: Education
  • Senate committee: Finance
  • Subject: Education - Finance
  • Chapter law: 348

The Story

It was introduced on January 3, 2018 and referred to the House Education committee. The committee held a public hearing on January 23, 2018. The committee met in executive session on February 20, 2018 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it by a vote of 10–9, and the report was placed on the regular calendar. On March 6, 2018 the House voted to pass it on a roll call 164–155. It crossed to the Senate on March 8, 2018 and was referred to the Senate Finance committee. The committee held a public hearing on March 27, 2018. The committee recommended that the Senate pass it with changes (amendment 2018-1441s). The committee's amendment (2018-1441s) was adopted on a voice vote on April 19, 2018, changing the text of the bill. On April 19, 2018 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 10, 2018 the House adopted “House Non-Concurs with Senate Amendment 1441s and Requests CofC” on a voice vote, on a motion by Rep. Rick Ladd. On May 10, 2018 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Daniels. A committee of conference met on May 16, 2018 to try to settle the differences between the two chambers' versions of the bill. On May 23, 2018 the Senate adopted the conference report (2018-2045c) on a voice vote. On May 23, 2018 the House adopted the conference report (2045c) on a voice vote. The bill was enrolled on May 23, 2018 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2018-2104e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 2, 2018, making it Chapter 348 of the session laws.
