It was introduced on January 3, 2018 and referred to the House Transportation committee. The committee held a public hearing on February 13, 2018. The committee met in executive session on February 20, 2018 to vote on its recommendation. The committee voted 12–1 to recommend that the House pass it, and the report was placed on the consent calendar. On March 6, 2018 the House voted to pass it on a voice vote. It crossed to the Senate on March 8, 2018 and was referred to the Senate Transportation committee. The committee held a public hearing on March 27, 2018. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2018-1262s), and the report was placed on the consent calendar. The committee's amendment (2018-1262s) was adopted on a voice vote on April 5, 2018, changing the text of the bill. On April 5, 2018 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On April 19, 2018 the House adopted “House Concurs with Senate Amendment 1262s” on a voice vote, on a motion by Rep. Steven Smith. The bill was enrolled on April 26, 2018 — the final check of the text before it goes to the governor. The governor signed it on May 25, 2018, making it Chapter 62 of the session laws.
