The Story

The committee met in executive session on February 13, 2018 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it with changes (amendment 2018-0576h) by a vote of 18–1, and the report was placed on the regular calendar. The committee's amendment (2018-0576h) was adopted on a voice vote on March 6, 2018, changing the text of the bill. On March 6, 2018 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 8, 2018 and was referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on March 27, 2018. The committee voted unanimously, 5–0, to recommend that the Senate pass it, and the report was placed on the consent calendar. A floor amendment (2018-1367s), offered by Sen. D'Allesandro, was adopted on a roll call 23–0 on April 5, 2018, changing the text of the bill. On April 5, 2018 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On April 19, 2018 the House adopted “House Non-Concurs with Senate Amendment 1367s and Requests CofC” on a voice vote, on a motion by Rep. Webb. On May 2, 2018 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Kevin Avard. A committee of conference met on May 14, 2018 to try to settle the differences between the two chambers' versions of the bill. On May 23, 2018 the Senate adopted the conference report (2018-1979c) on a voice vote. On May 23, 2018 the House adopted the conference report (1979c) on a voice vote. The bill was enrolled on May 23, 2018 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2018-2123e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 2, 2018, making it Chapter 346 of the session laws.
