The Story
It was introduced on January 3, 2018 and referred to the House Election Law committee. The committee held a public hearing on January 25, 2018. The committee met in executive session on February 13, 2018 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it by a vote of 11–9, and the report was placed on the regular calendar. On March 6, 2018 the House failed “Lay HB 1264 on Table” on a roll call 148–167, on a motion by Rep. Dyer. On March 6, 2018 the House voted to pass it on a roll call 171–144. It crossed to the Senate on March 8, 2018 and was referred to the Senate Election Law and Internal Affairs committee. The committee held a public hearing on April 10, 2018. The committee recommended that the Senate pass it. A floor amendment (2018-1890s), offered by Sen. Regina Birdsell, was adopted on a voice vote on May 2, 2018, changing the text of the bill. On May 2, 2018 the Senate rejected a motion to lay it on the table, on a motion by Sen. Feltes. On May 2, 2018 the Senate voted to pass it with changes and ordered it to a third reading. On May 10, 2018 the House adopted “House Concurs with Senate Amendment 1890s” on a division vote 182–156, on a motion by Rep. B. Griffin. The bill was enrolled on May 10, 2018 — the final check of the text before it goes to the governor. The governor signed it on July 13, 2018, making it Chapter 370 of the session laws.
