The committee met in executive session on February 20, 2018 to vote on its recommendation. The committee voted unanimously, 14–0, to recommend that the House pass it, and the report was placed on the consent calendar. On March 6, 2018 the House voted to pass it on a voice vote. It crossed to the Senate on March 8, 2018 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on April 18, 2018. The committee recommended that the Senate pass it with changes (amendment 2018-1776s). On May 2, 2018 the Senate adopted “Without Objection, Rule 3-17 is Suspended to Allow Non-Germane Amendment #2018-1776s ; 2/3 Necessary”. Giuda, was adopted on a voice vote on May 2, 2018, changing the text of the bill. On May 2, 2018 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 10, 2018 the House adopted “House Non-Concurs with Senate Amendment 1776s and 1887s and Requests CofC” on a voice vote, on a motion by Rep. McGuire. On May 10, 2018 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Sharon Carson. A committee of conference met on May 15, 2018 to try to settle the differences between the two chambers' versions of the bill. On May 23, 2018 the Senate adopted the conference report (2018-2009c) on a voice vote. On May 23, 2018 the House adopted the conference report (2009c) on a roll call 173–155.
