The Story

On March 23, 2017 the Senate adopted “Special Order SB 35 to when the Floor Amendment Arrives, Without Objection”, on a motion by Sen. Bradley. A floor amendment (2017-1021s), offered by Sen. Bradley, was adopted on a voice vote on March 23, 2017, changing the text of the bill. On March 23, 2017 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 23, 2017 and was referred to the House Legislative Administration committee. The committee held a public hearing on April 25, 2017. The committee met in executive session on May 17, 2017 to vote on its recommendation. The committee voted unanimously, 14–0, to recommend that the House pass it with changes (amendment 2017-1828h), and the report was placed on the consent calendar. The committee's amendment (2017-1828h) was adopted on a voice vote on June 1, 2017, changing the text of the bill. On June 1, 2017 the House voted to pass it with changes on a voice vote. On June 8, 2017 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Kevin Avard. On June 8, 2017 the House adopted “House Accedes to Senate Request for CofC” on a voice vote, on a motion by Rep. Sherman Packard. On June 22, 2017 the House adopted the conference report (2349c) on a voice vote. On June 22, 2017 the Senate adopted the conference report (2017-2349c) on a voice vote. The bill was enrolled on June 22, 2017 — the final check of the text before it goes to the governor. The governor signed it on July 18, 2017, making it Chapter 250 of the session laws. It took effect on July 18, 2017.
