The Story

It was introduced on January 19, 2017 and referred to the Senate Election Law and Internal Affairs committee. The committee held a public hearing on March 7, 2017. The committee recommended that the Senate pass it with changes (amendment 2017-1016s). The committee's amendment (2017-1016s) was adopted on a roll call 14–9 on March 30, 2017, changing the text of the bill. On March 30, 2017 the Senate voted to pass it with changes and ordered it to a third reading. It crossed to the House and was referred to the House Election Law committee. The committee held a public hearing on April 18, 2017. The committee held a work session on May 9, 2017. The committee met in executive session on May 16, 2017 to vote on its recommendation. The minority of the committee recommended that the House kill it. The committee voted 11–9 to recommend that the House pass it with changes (amendment 2017-1775h), and the report was placed on the regular calendar. On June 1, 2017 the House rejected a motion to lay it on the table on a roll call 166–191, on a motion by Rep. Dyer. The committee's amendment (2017-1775h) was adopted on a voice vote on June 1, 2017, changing the text of the bill. A floor amendment (2017-2116h), offered by Rep. Porter, was rejected on a roll call 155–198 on June 1, 2017. On June 1, 2017 the House voted to pass it with changes on a roll call 191–162. On June 1, 2017 the House failed “Reconsider SB 3” on a division vote 152–197, on a motion by Rep. J. Graham. On June 8, 2017 the Senate voted to agree to the other chamber's changes, on a motion by Sen. Regina Birdsell. The bill was enrolled on June 22, 2017 — the final check of the text before it goes to the governor. The governor signed it on July 10, 2017, making it Chapter 205 of the session laws. It took effect on September 8, 2017.
