The Story
It was introduced on January 19, 2017 and referred to the Senate Ways and Means committee. The committee held a public hearing on February 15, 2017. The committee recommended that the Senate pass it with changes (amendment 2017-0806s). The committee's amendment (2017-0806s) was adopted on a voice vote on March 16, 2017, changing the text of the bill. On March 16, 2017 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate send it back to committee. On March 23, 2017 the Senate adopted “Special Order SB 206-FN to the Next Session, Without Objection”. On March 29, 2017 the Senate adopted “Special Order SB 206-FN to 03/30/2017, Without Objection”. The committee recommended that the Senate send it back to committee. On March 30, 2017 the Senate rejected a motion to send it back to committee on a voice vote. A floor amendment (2017-1230s), offered by Sen. French, was adopted on a voice vote on March 30, 2017, changing the text of the bill. On March 30, 2017 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House and was referred to the House Ways and Means committee. The committee held a public hearing on April 26, 2017. The committee held a work session on May 9, 2017. The committee met in executive session on May 17, 2017 to vote on its recommendation. The committee voted 20–2 to recommend that the House pass it, and the report was placed on the consent calendar. On June 1, 2017 the House voted to pass it on a voice vote. The bill was enrolled on June 22, 2017 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2017-2215e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 10, 2017, making it Chapter 215 of the session laws. It took effect on January 1, 2018.
