It was introduced on January 19, 2017 and referred to the Senate Health and Human Services committee. The committee held a public hearing on January 31, 2017. The committee recommended that the Senate pass it. On February 9, 2017 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on February 16, 2017 and was referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on March 15, 2017. The committee met in executive session on March 22, 2017 to vote on its recommendation. The committee voted unanimously, 19–0, to recommend that the House pass it with changes (amendment 2017-0904h), and the report was placed on the consent calendar. The committee's amendment (2017-0904h) was adopted on a voice vote on April 20, 2017, changing the text of the bill. On April 20, 2017 the House voted to pass it with changes on a voice vote. On May 18, 2017 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Bradley. The bill was enrolled on June 1, 2017 — the final check of the text before it goes to the governor. The governor signed it on June 15, 2017, making it Chapter 116 of the session laws.
