The Story
It was introduced on January 19, 2017 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on February 1, 2017. The committee recommended that the Senate pass it. On February 9, 2017 the Senate voted to pass it on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes (amendment 2017-0896s). The committee's amendment (2017-0896s) was adopted on a voice vote on March 23, 2017, changing the text of the bill. On March 23, 2017 the Senate voted to pass it with changes and ordered it to a third reading. It crossed to the House on March 23, 2017 and was referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on April 11, 2017. The committee met in executive session on April 12, 2017 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it by a vote of 15–3, and the report was placed on the regular calendar. On May 4, 2017 the House voted to pass it on a roll call 252–108. On May 4, 2017 the bill was referred to the Finance committee. The committee held work sessions on May 10, 2017, May 16, 2017 and May 23, 2017. The committee met in executive session on May 24, 2017 to vote on its recommendation. The committee voted 24–1 to recommend that the House pass it with changes (amendment 2017-1996h), and the report was placed on the regular calendar. The committee's amendment (2017-1996h) was adopted on a voice vote on June 1, 2017, changing the text of the bill. On June 1, 2017 the House rejected a motion to lay it on the table on a roll call 80–246, on a motion by Rep. Dyer. On June 1, 2017 the House voted to pass it with changes on a roll call 232–96. On June 8, 2017 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Sharon Carson. The bill was enrolled on June 22, 2017 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2017-2312e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 10, 2017, making it Chapter 212 of the session laws. It took effect on July 10, 2017.
