The Story
It was introduced on January 19, 2017 and referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on January 31, 2017. The committee recommended that the Senate pass it. On February 9, 2017 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on February 16, 2017 and was referred to the House Municipal and County Government committee. The committee held a public hearing on April 4, 2017. The committee met in executive session on April 11, 2017 to vote on its recommendation. The committee voted unanimously, 14–0, to recommend that the House pass it with changes (amendment 2017-1305h), and the report was placed on the consent calendar. The committee's amendment (2017-1305h) was adopted on a voice vote on April 20, 2017, changing the text of the bill. On April 20, 2017 the House voted to pass it with changes on a voice vote. On April 20, 2017 the bill was referred to the Science, Technology and Energy committee, whose chair waived the referral under House Rule 46(f). On May 18, 2017 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Kevin Avard. The bill was enrolled on June 1, 2017 — the final check of the text before it goes to the governor. The governor signed it on June 15, 2017, making it Chapter 115 of the session laws. It took effect on August 14, 2017.
