The Story

It was introduced on January 5, 2017 and referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on January 24, 2017. The committee recommended that the Senate pass it with changes (amendment 2017-0136s). The committee's amendment (2017-0136s) was adopted on a voice vote on February 9, 2017, changing the text of the bill. On February 9, 2017 the Senate voted to pass it with changes, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On February 23, 2017 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House and was referred to the House Environment and Agriculture committee. The committee held a public hearing on March 7, 2017. The committee met in executive session on March 7, 2017 to vote on its recommendation. The committee voted unanimously, 18–0, to recommend that the House pass it with changes (amendment 2017-0762), and the report was placed on the regular calendar. On March 23, 2017 the House rejected a motion to lay it on the table on a roll call 91–261, on a motion by Rep. Sylvia. The committee's amendment (2017-0762h) was adopted on a voice vote on March 23, 2017, changing the text of the bill. A floor amendment (2017-1045h), offered by Rep. True, was rejected on a roll call 91–260 on March 23, 2017. A floor amendment (2017-1040h), offered by Rep. Kurk, was adopted on a voice vote on March 23, 2017, changing the text of the bill. On March 23, 2017 the House voted to pass it with changes on a roll call 257–96. On March 23, 2017 the bill was referred to the Finance committee, whose chair waived the referral under House Rule 46(f). On March 23, 2017 the House failed “Reconsider SB 10” on a voice vote, on a motion by Rep. Hinch. On April 6, 2017 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. D'Allesandro. The bill was enrolled on April 6, 2017 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2017-1394e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on April 25, 2017, making it Chapter 27 of the session laws. It took effect on April 25, 2017.
