The Story

It was introduced on January 4, 2017 and referred to the House Fish and Game and Marine Resources committee. The committee held a public hearing on January 17, 2017. The committee met in executive session on January 31, 2017 to vote on its recommendation. The committee voted unanimously, 21–0, to recommend that the House pass it with changes (amendment 2017-0160h), and the report was placed on the consent calendar. The committee's amendment (2017-0160h) was adopted on a voice vote on February 15, 2017, changing the text of the bill. On February 15, 2017 the House voted to pass it with changes on a voice vote. It crossed to the Senate on February 16, 2017 and was referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on March 28, 2017. The committee voted unanimously, 5–0, to recommend that the Senate pass it, and the report was placed on the consent calendar. On April 20, 2017 the Senate voted to lay it on the table on a voice vote, on a motion by Sen. Giuda. On April 20, 2017 the Senate adopted “Remove From Table” on a voice vote, on a motion by Sen. Giuda. A floor amendment (2017-1487s), offered by Sen. Kevin Avard, was withdrawn. A floor amendment (2017-1491s), offered by Sen. Giuda, was adopted on a roll call 14–9 on April 20, 2017, changing the text of the bill. On April 20, 2017 the Senate voted to pass it with changes and ordered it to a third reading. On May 18, 2017 the House adopted “House Non-Concurs with Senate Amendment 1491s and Requests CofC” on a voice vote, on a motion by Rep. Webb. On May 31, 2017 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Kevin Avard. A committee of conference met on June 8, 2017 to try to settle the differences between the two chambers' versions of the bill.
