The Story

It was introduced on January 5, 2017 and referred to the House Children and Family Law committee. The committee held a public hearing on February 14, 2017. The committee met in executive session on February 22, 2017 to vote on its recommendation. The committee voted unanimously, 12–0, to recommend that the House pass it, and the report was placed on the consent calendar. On March 8, 2017 the House voted to pass it on a voice vote. It crossed to the Senate on March 9, 2017 and was referred to the Senate Judiciary committee. The committee held a public hearing on March 21, 2017. The committee voted unanimously, 5–0, to recommend that the Senate pass it, and the report was placed on the consent calendar. On April 20, 2017 the Senate voted to pass it on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes (amendment 2017-1616s). On May 11, 2017 the Senate adopted “Without Objection, Rule 3-17 is Suspended to Allow Non-Germane Amendment #2017-1616s ; 2/3 Necessary”. The committee's amendment (2017-1616s) was adopted on a voice vote on May 11, 2017, changing the text of the bill. On May 11, 2017 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 18, 2017 the House adopted “House Concurs with Senate Amendment 1616s” on a roll call 283–32, on a motion by Rep. Kimberly Rice. The bill was enrolled on May 18, 2017 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2017-1877e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on May 19, 2017, making it Chapter 53 of the session laws.
