The Story

It was introduced on January 5, 2017 and referred to the House Ways and Means committee. The committee held public hearings on January 31, 2017 and February 7, 2017. The committee held a work session on February 22, 2017. The committee met in executive session on February 28, 2017 to vote on its recommendation. The committee voted unanimously, 22–0, to recommend that the House pass it with changes (amendment 2017-0657h), and the report was placed on the consent calendar. The committee's amendment (2017-0657h) was adopted on a voice vote on March 8, 2017, changing the text of the bill. On March 8, 2017 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 9, 2017 and was referred to the Senate Ways and Means committee. The committee held a public hearing on April 5, 2017. The committee recommended that the Senate pass it. A floor amendment (2017-1466s), offered by Sen. Sanborn, was rejected on a roll call 4–19 on April 20, 2017. On April 20, 2017 the Senate voted to pass it, then referred it on to the Senate Finance committee. The committee held a public hearing on May 9, 2017. The committee recommended that the Senate pass it with changes (amendment 2017-2008s). The committee's amendment (2017-2008s) was adopted on a voice vote on May 31, 2017, changing the text of the bill. On May 31, 2017 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 8, 2017 the House adopted “House Non-Concurs with Senate Amendment 2008s and Requests CofC” on a voice vote, on a motion by Rep. Major. On June 8, 2017 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Sanborn. A committee of conference met on June 14, 2017 to try to settle the differences between the two chambers' versions of the bill. On June 22, 2017 the Senate adopted the conference report (2017-2337c) on a voice vote. On June 22, 2017 the House adopted the conference report (2337c) on a voice vote. The bill was enrolled on June 22, 2017 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2017-2388e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 18, 2017, making it Chapter 247 of the session laws.
