The Story
It was introduced on January 5, 2017 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on January 31, 2017. The committee met in executive session on February 23, 2017 to vote on its recommendation. The committee voted unanimously, 20–0, to recommend that the House pass it, and the report was placed on the consent calendar. On March 8, 2017 the House voted to pass it on a voice vote. It crossed to the Senate on March 9, 2017 and was referred to the Senate Executive Departments and Administration committee. The Senate withdrew that referral and sent the bill to the Finance committee instead. The committee recommended that the Senate pass it with changes (amendment 2017-2023s). The committee's amendment (2017-2023s) was adopted on a roll call 14–9 on May 31, 2017, changing the text of the bill. On May 31, 2017 the Senate took up 18 floor amendments. It adopted 2017-2120s (Sen. Daniels), and rejected 2017-2036s (Sen. Woodburn, 9–14), 2017-2098s (Sen. Feltes, 9–14), 2017-2137s (Sen. Feltes, 9–14), 2017-2097s (Sen. Kahn, 9–14), 2017-2100s (Sen. Fuller Clark, 9–14), 2017-2103s (Sen. David Watters, 9–14), 2017-2092s (Sen. Kahn, 9–14), 2017-2096s (Sen. Fuller Clark, 9–14), 2017-2111s (Sen. Feltes, 9–14), 2017-2105s (Sen. Lasky, 11–12), 2017-2104s (Sen. Woodburn, 11–12), 2017-2091s (Sen. Fuller Clark, 10–13), 2017-2101s (Sen. D'Allesandro, 9–14), 2017-2118s (Sen. Giuda), 2017-2122s (Sen. Giuda, 6–17), 2017-2132s (Sen. Daniels, 6–17) and 2017-2127s (Sen. Sanborn). On May 31, 2017 the Senate voted to pass it with changes and ordered it to a third reading. On May 31, 2017 the Senate adopted “Without Objection, the Clerk is authorized to make technical and adminsitrative corrections which are necessary to reflect the intent of the Senate”. On May 31, 2017 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Daniels. On June 1, 2017 the House adopted “House Non-Concurs with Senate Amendment 2023s and 2120s and Requests CofC” on a voice vote, on a motion by Rep. Chandler. A committee of conference met on June 9, 2017, June 12, 2017, June 13, 2017 and June 14, 2017 to try to settle the differences between the two chambers' versions of the bill. On June 22, 2017 the Senate adopted the conference report (2017-2358c) on a roll call 14–9. On June 22, 2017 the House adopted “Special Order to next order of business” on a voice vote, on a motion by Rep. Hinch. On June 22, 2017 the House adopted the conference report (2358c) on a roll call 212–161. On June 22, 2017 the House failed “Reconsider 2358c” on a division vote 149–223, on a motion by Rep. Hinch. The bill was enrolled on June 22, 2017 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2017-2384e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on June 28, 2017, making it Chapter 156 of the session laws.
