The Story

It was introduced on January 5, 2017 and referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on January 24, 2017. The committee held a work session on February 1, 2017. The committee met in executive session on February 7, 2017 to vote on its recommendation. The committee voted unanimously, 16–0, to recommend that the House pass it with changes (amendment 2017-0268h), and the report was placed on the consent calendar. The committee's amendment (2017-0268h) was adopted on a voice vote on March 8, 2017, changing the text of the bill. On March 8, 2017 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 9, 2017 and was referred to the Senate Judiciary committee. The committee held a public hearing on March 28, 2017. The committee recommended that the Senate pass it with changes (amendment 2017-1694s). The committee's amendment (2017-1694s) was adopted on a voice vote on May 18, 2017, changing the text of the bill. On May 18, 2017 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 1, 2017 the House adopted “House Concurs with Senate Amendment 1694s” on a voice vote, on a motion by Rep. Welch. The bill was enrolled on June 22, 2017 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2017-2156e) was adopted on a voice vote to correct technical errors found after passage. It became law without the governor's signature on July 11, 2017, as Chapter 224. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
