The Story
It was introduced on January 5, 2017 and referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on January 24, 2017. The committee met in executive session on January 25, 2017 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it by a vote of 16–4, and the report was placed on the regular calendar. On February 9, 2017 the House voted to pass it on a voice vote. It crossed to the Senate on February 16, 2017 and was referred to the Senate Judiciary committee. The committee held a public hearing on March 21, 2017. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2017-1405s), and the report was placed on the consent calendar. The committee's amendment (2017-1405s) was adopted on a voice vote on April 20, 2017, changing the text of the bill. On April 20, 2017 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 18, 2017 the House adopted “House Non-Concurs with Senate Amendment 1405s and Requests CofC” on a voice vote, on a motion by Rep. Welch. On May 31, 2017 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Sharon Carson. A committee of conference met on June 8, 2017 to try to settle the differences between the two chambers' versions of the bill. On June 22, 2017 the Senate adopted the conference report (2017-2191c) on a voice vote. On June 22, 2017 the House adopted the conference report (2191c) on a voice vote. The bill was enrolled on June 22, 2017 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2017-2381e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 18, 2017, making it Chapter 243 of the session laws.
