The Story

It was introduced on January 5, 2017 and referred to the House Public Works and Highways committee. The committee held a public hearing on January 25, 2017. The committee met in executive session on February 1, 2017 to vote on its recommendation. The committee voted unanimously, 20–0, to recommend that the House pass it, and the report was placed on the consent calendar. On February 9, 2017 the House voted to pass it on a voice vote. It crossed to the Senate on February 16, 2017 and was referred to the Senate Finance committee. The committee held a public hearing on March 28, 2017. The committee recommended that the Senate pass it with changes (amendment 2017-1615s). The committee's amendment (2017-1615s) was adopted on a voice vote on May 11, 2017, changing the text of the bill. On May 11, 2017 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 1, 2017 the House adopted “House Non-Concurs with Senate Amendment 1615s and Requests CofC” on a voice vote, on a motion by Rep. Chandler. On June 8, 2017 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Daniels. A committee of conference met on June 14, 2017 to try to settle the differences between the two chambers' versions of the bill. On June 22, 2017 the Senate adopted the conference report (2017-2327c) on a voice vote. On June 22, 2017 the House adopted the conference report (2327c) on a voice vote. The bill was enrolled on June 22, 2017 — the final check of the text before it goes to the governor. The governor signed it on July 18, 2017, making it Chapter 240 of the session laws.
