The Story

It was introduced on January 5, 2017 and referred to the House Transportation committee. The committee held a public hearing on February 1, 2017. The committee met in executive session on February 14, 2017 to vote on its recommendation. The committee voted 13–1 to recommend that the House pass it, and the report was placed on the consent calendar. On March 8, 2017 the House voted to pass it on a voice vote. It crossed to the Senate on March 9, 2017 and was referred to the Senate Transportation committee. The committee held a public hearing on March 28, 2017. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2017-1371s), and the report was placed on the consent calendar. The committee's amendment (2017-1371s) was rejected on a voice vote on April 20, 2017. A floor amendment (2017-1422s), offered by Sen. Regina Birdsell, was adopted on a voice vote on April 20, 2017, changing the text of the bill. On April 20, 2017 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 1, 2017 the House adopted “House Non-Concurs with Senate Amendment 1422s and Requests CofC” on a voice vote, on a motion by Rep. Steven Smith. On June 8, 2017 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Regina Birdsell. A committee of conference met on June 13, 2017 to try to settle the differences between the two chambers' versions of the bill. On June 22, 2017 the Senate rejected the conference report (2017-2306c) on a roll call 3–20.
