The Story

It was introduced on February 16, 2017 and referred to the House Public Works and Highways committee. The committee held a public hearing on March 16, 2017. The committee met in executive session on March 21, 2017 to vote on its recommendation. The committee voted 20–2 to recommend that the House pass it with changes (amendment 2017-1185h), and the report was placed on the regular calendar. The committee's amendment (2017-1185h) was adopted on a voice vote on April 5, 2017, changing the text of the bill. A floor amendment (2017-1289h), offered by Rep. Dyer, was rejected on a roll call 72–276 on April 5, 2017. On April 5, 2017 the House voted to pass it with changes on a voice vote. It crossed to the Senate on April 6, 2017 and was referred to the Senate Capital Budget committee. The committee held a public hearing on April 13, 2017. The committee recommended that the Senate pass it with changes (amendment 2017-1755s). The committee's amendment (2017-1755s) was adopted on a voice vote on May 31, 2017, changing the text of the bill. A floor amendment (2017-2089s), offered by Sen. D'Allesandro, was adopted on a roll call 21–2 on May 31, 2017, changing the text of the bill. On May 31, 2017 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 1, 2017 the House adopted “House Non-Concurs with Senate Amendment 1755s and 2089s and Requests CofC” on a voice vote, on a motion by Rep. Chandler. On June 8, 2017 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. D'Allesandro. A committee of conference met on June 12, 2017, June 13, 2017, June 14, 2017 and June 15, 2017 to try to settle the differences between the two chambers' versions of the bill. On June 22, 2017 the Senate adopted the conference report (2017-2368c) on a voice vote. On June 22, 2017 the House adopted the conference report (2368c) on a voice vote. The bill was enrolled on June 22, 2017 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2017-2391e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 11, 2017, making it Chapter 228 of the session laws.
