SCR 4 (2016)

applying for an Article V convention to propose an amendment to the Constitution of the United States that imposes fiscal restraints on the federal government.

  • Status: Died on the table
  • Term: 2015-2016
  • House committee: State-Federal Relations and Veterans Affairs
  • Senate committee: Rules, Enrolled Bills and Internal Affairs
  • Subject: State Government

The Story

It was introduced on January 6, 2016 and referred to the Senate Rules, Enrolled Bills and Internal Affairs committee. The committee held a public hearing on January 14, 2016. The committee recommended that the Senate pass it with changes (amendment 2016-1064s). On March 24, 2016 the Senate adopted “Special Order to the present time, Without Objection”. The committee's amendment (1064s) was adopted on a voice vote on March 24, 2016, changing the text of the bill. On March 24, 2016 the Senate voted to pass it with changes and ordered it to a third reading. It crossed to the House and was referred to the House State-Federal Relations and Veterans Affairs committee. The committee held a public hearing on April 14, 2016. The committee met in executive session on April 21, 2016 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it by a vote of 11–5, and the report was placed on the regular calendar. On May 11, 2016 the House voted to lay it on the table on a division vote 227–57, on a motion by Rep. Jordan Ulery. On May 19, 2016 the House failed “Remove from Table” on a roll call 80–211, on a motion by Rep. Jordan Ulery. The bill died on the table when the session ended on July 27, 2016, having been set aside and never taken back up.
