The Story

It was introduced on January 8, 2015 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on January 22, 2015. The committee voted unanimously, 5–0, to recommend that the Senate send it back to committee, and the report was placed on the consent calendar. On February 12, 2015 the Senate adopted “Special Order SB 66 to 2/19/15, Without Objection”. The committee voted unanimously, 5–0, to recommend that the Senate send it back to committee, and the report was placed on the consent calendar. On February 19, 2015 the Senate voted to send it back to committee on a voice vote. The committee recommended that the Senate pass it with changes (amendment 2015-3020s). The committee's amendment (3020s) was adopted on a voice vote on January 6, 2016, changing the text of the bill. On January 6, 2016 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on January 28, 2016 and was referred to the House Legislative Administration committee. The committee held a public hearing on March 29, 2016. The committee met in executive session on April 20, 2016 to vote on its recommendation. The committee voted unanimously, 9–0, to recommend that the House pass it with changes (amendment 2016-1486h), and the report was placed on the regular calendar. The committee's amendment (2016-1486h) was adopted on a division vote 200–85 on May 11, 2016, changing the text of the bill. On May 11, 2016 the House voted to pass it with changes on a voice vote. On May 19, 2016 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Sharon Carson. On May 19, 2016 the House adopted “House Accedes to Senate Request for CofC” on a voice vote, on a motion by Rep. Hinch. A committee of conference met on May 23, 2016 to try to settle the differences between the two chambers' versions of the bill. On June 1, 2016 the House adopted the conference report (2009c) on a voice vote. On June 1, 2016 the Senate adopted the conference report (2009c) on a roll call 19–5. The bill was enrolled on June 1, 2016 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2016-2141e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on June 21, 2016, making it Chapter 291 of the session laws. It took effect on June 21, 2016.
