The Story

It was introduced on January 14, 2016 and referred to the Senate Public and Municipal Affairs committee. The committee held public hearings on January 27, 2016 and February 3, 2016. The committee recommended that the Senate pass it with changes (amendment 2016-0703s). The committee's amendment (0703s) was adopted on a voice vote on March 10, 2016, changing the text of the bill. On March 10, 2016 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On March 24, 2016 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House and was referred to the House Election Law committee. The committee held a public hearing on April 5, 2016. The committee met in executive session on April 12, 2016 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it with changes (amendment 2016-1317h) by a vote of 10–7, and the report was placed on the regular calendar. The committee's amendment (2016-1317h) was adopted on a voice vote on April 20, 2016, changing the text of the bill. A floor amendment (2016-1478h), offered by Rep. Bill Ohm, was adopted on a roll call 173–125 on April 20, 2016, changing the text of the bill. On April 20, 2016 the House voted to pass it with changes on a roll call 194–133. On May 12, 2016 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Regina Birdsell. The bill was enrolled on May 19, 2016 — the final check of the text before it goes to the governor. The governor signed it on June 3, 2016, making it Chapter 190 of the session laws. It took effect on August 2, 2016.
