The Story
It was introduced on January 6, 2016 and referred to the Senate Finance committee. The committee held a public hearing on March 1, 2016. The committee recommended that the Senate pass it with changes (amendment 2016-1063s). On March 24, 2016 the Senate adopted “Special Order SB 495 to After Lunch, Without Objection”. The committee's amendment (1063s) was adopted on a voice vote on March 24, 2016, changing the text of the bill. A floor amendment (2016-1151s), offered by Sen. Feltes, was rejected on a voice vote on March 24, 2016. On March 24, 2016 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House and was referred to the House Finance committee. The committee held a public hearing on April 7, 2016. The committee held work sessions on April 12, 2016, April 19, 2016, April 26, 2016 and May 3, 2016. The committee held a public hearing on May 3, 2016 on a proposed non-germane amendment (2016-1652h). The committee met in executive session on May 4, 2016 to vote on its recommendation. The committee held a public hearing on May 4, 2016 on a proposed non-germane amendment (2016-1652h). The committee held a work session on May 4, 2016. The committee voted unanimously, 26–0, to recommend that the House pass it with changes (amendment 2016-1805h), and the report was placed on the regular calendar. The committee's amendment (2016-1805h) was adopted on a voice vote on May 11, 2016, changing the text of the bill. On May 11, 2016 the House voted to pass it with changes on a voice vote. On May 19, 2016 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Forrester. On May 19, 2016 the House adopted “House Accedes to Senate Request for CofC” on a voice vote, on a motion by Rep. Kurk. A committee of conference met on May 24, 2016 and May 25, 2016 to try to settle the differences between the two chambers' versions of the bill. On June 1, 2016 the House adopted the conference report (2089c) on a voice vote. On June 1, 2016 the Senate adopted the conference report (2089c) on a voice vote. The bill was enrolled on June 1, 2016 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2016-2136e) was adopted on a voice vote to correct technical errors found after passage. The governor vetoed it on June 21, 2016. The legislature can override a veto with a two-thirds vote in both chambers. On September 29, 2016 the Senate voted 12–10 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
