Bradley offered a floor amendment (2016-1131s) on March 24, 2016; it was not voted on and was later withdrawn. On March 24, 2016 the Senate voted to lay it on the table on a voice vote, on a motion by Sen. Bradley. On March 24, 2016 the Senate adopted “Remove From Table” on a voice vote, on a motion by Sen. It crossed to the House and was referred to the House Commerce and Consumer Affairs committee. The committee held a public hearing on April 5, 2016. The committee held a work session on April 12, 2016. The committee met in executive session on April 12, 2016 to vote on its recommendation. The committee voted 19–1 to recommend that the House pass it with changes (amendment 2016-1372h), and the report was placed on the consent calendar. The committee's amendment (2016-1372h) was adopted on a voice vote on April 20, 2016, changing the text of the bill. On April 20, 2016 the House voted to pass it with changes on a voice vote. On May 12, 2016 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Prescott. The bill was enrolled on June 1, 2016 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2016-1985e) was adopted on a voice vote to correct technical errors found after passage.
