  • Term: 2015-2016
  • House committee: Election Law
  • Senate committee: Public and Municipal Affairs
  • Subject: Elections

The Story

It was introduced on January 6, 2016 and referred to the Senate Public and Municipal Affairs committee. The committee held public hearings on January 20, 2016 and January 27, 2016. The committee recommended that the Senate kill it. On February 18, 2016 the Senate adopted “Special Order SB 458-FN to to the end of the regular calendar, Without Objection”. On February 18, 2016 the Senate rejected a motion to kill it on a voice vote. A floor amendment (2016-0636s), offered by Sen. Sanborn, was adopted on a voice vote on February 18, 2016, changing the text of the bill. On February 18, 2016 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 10, 2016 and was referred to the House Election Law committee. The committee held a public hearing on April 5, 2016. The committee met in executive session on April 12, 2016 and April 19, 2016. The committee voted unanimously, 17–0, to recommend that the House pass it, and the report was placed on the consent calendar. The bill was taken off the consent calendar on May 11, 2016. A floor amendment (2016-1854h), offered by Rep. Hoelzel, was adopted on a voice vote on May 11, 2016, changing the text of the bill. A floor amendment (2016-1858h), offered by Rep. Schroadter, was adopted on a voice vote on May 11, 2016, changing the text of the bill. On May 11, 2016 the House voted to pass it with changes on a voice vote. On May 19, 2016 the Senate voted to agree to the other chamber's changes, on a motion by Sen. Regina Birdsell. The bill was enrolled on June 1, 2016 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2016-2115e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on June 16, 2016, making it Chapter 270 of the session laws.
