The Story
It was introduced on January 6, 2016 and referred to the Senate Rules, Enrolled Bills and Internal Affairs committee. The committee held a public hearing on January 14, 2016. The committee recommended that the Senate pass it. On January 21, 2016 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on January 27, 2016 and was referred to the House Labor, Industrial and Rehabilitative Services committee. The committee held a public hearing on April 5, 2016. The committee held a work session on May 3, 2016. The committee met in executive session on May 3, 2016 to vote on its recommendation. The committee recommended, on a tied vote of 9–9, which carries no majority, that the House make no recommendation, and the report was placed on the regular calendar. On May 11, 2016 the House rejected a motion to lay it on the table on a division vote 139–145, on a motion by Rep. Len Turcotte. A floor amendment (2016-1897h), offered by Rep. Infantine, was adopted on a voice vote on May 11, 2016, changing the text of the bill. On May 11, 2016 the House voted to pass it with changes on a voice vote. On May 11, 2016 the House failed “Reconsider” on a division vote 112–173, on a motion by Rep. Infantine. On May 19, 2016 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Prescott. The bill was enrolled on June 1, 2016 — the final check of the text before it goes to the governor. The governor signed it on June 10, 2016, making it Chapter 249 of the session laws. It took effect on June 10, 2016.
