The Story
It was introduced on January 6, 2016 and referred to the Senate Commerce committee. The Senate withdrew that referral and sent the bill to the Health and Human Services committee instead. The committee held a public hearing on March 15, 2016. The committee recommended that the Senate pass it with changes (amendment 2016-1062s). On March 24, 2016 the Senate rejected a motion to lay it on the table on a voice vote, on a motion by Sen. Hosmer. The committee's amendment (1062s) was adopted on a voice vote on March 24, 2016, changing the text of the bill. On March 24, 2016 the Senate voted to lay it on the table on a voice vote, on a motion by Sen. Prescott. On March 24, 2016 the Senate adopted “Remove From Table” on a voice vote, on a motion by Sen. Bradley. On March 24, 2016 the Senate voted to pass it with changes and ordered it to a third reading. It crossed to the House and was referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on April 5, 2016. The committee met in executive session on April 12, 2016 and April 13, 2016. The committee voted unanimously, 19–0, to recommend that the House pass it, and the report was placed on the consent calendar. On April 20, 2016 the House voted to pass it on a voice vote. On April 20, 2016 the bill was referred to the Commerce and Consumer Affairs committee. The committee held a public hearing on May 3, 2016. The committee held a work session on May 3, 2016. The committee met in executive session on May 4, 2016 to vote on its recommendation. The committee voted 19–1 to recommend that the House pass it, and the report was placed on the consent calendar. On May 11, 2016 the House voted to pass it on a voice vote. The bill was enrolled on May 19, 2016 — the final check of the text before it goes to the governor. The governor signed it on June 6, 2016, making it Chapter 194 of the session laws. It took effect on August 5, 2016.
