The Story
It was introduced on January 6, 2016 and referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on January 27, 2016. The committee recommended that the Senate pass it with changes (amendment 2016-0959s). The committee's amendment (0959s) was adopted on a voice vote on March 17, 2016, changing the text of the bill. On March 17, 2016 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 23, 2016 and was referred to the House Science, Technology and Energy committee. The committee held a public hearing on April 5, 2016. The committee met in executive session on April 21, 2016 to vote on its recommendation. The minority of the committee recommended that the House study it after the session ends. The majority of the committee recommended that the House pass it by a vote of 11–8, and the report was placed on the regular calendar. A floor amendment (2016-1908h), offered by Rep. Baber, was rejected on a division vote 115–169 on May 11, 2016. On May 11, 2016 the House rejected a motion to lay it on the table on a voice vote, on a motion by Rep. Baber. On May 11, 2016 the House voted to pass it on a voice vote. The bill was enrolled on May 19, 2016 — the final check of the text before it goes to the governor. The governor vetoed it on June 6, 2016. The legislature can override a veto with a two-thirds vote in both chambers. On September 29, 2016 the Senate voted 0–22 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
