The Story
It was introduced on January 6, 2016 and referred to the Senate Education committee. It crossed to the House on January 7, 2016 and was referred to the House Education committee. The committee recommended that the Senate pass it with changes (amendment 2016-0046s). The committee's amendment (0046s) was adopted on a voice vote on January 14, 2016, changing the text of the bill. On January 14, 2016 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. The committee met in executive session on January 15, 2016 to vote on its recommendation. The majority of the committee recommended that the House pass it with changes (amendment 2016-0071h) by a vote of 12–3, and the report was placed on the regular calendar. A floor amendment (2016-0082h), offered by Rep. Rick Ladd, was adopted on a roll call 196–150 on January 20, 2016, changing the text of the bill. The committee's amendment (2016-0071h) was rejected on a voice vote on January 20, 2016. On January 20, 2016 the House voted to pass it with changes on a voice vote. On January 21, 2016 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Reagan. On January 27, 2016 the House adopted “House Accedes to Senate Request for CofC” on a voice vote, on a motion by Rep. Rick Ladd. The minority of the committee recommended that the House kill it. A committee of conference met on May 17, 2016 to try to settle the differences between the two chambers' versions of the bill. On June 1, 2016 the House adopted the conference report (1983c) on a voice vote. On June 1, 2016 the Senate adopted the conference report (1983c) on a voice vote. The bill was enrolled on June 1, 2016 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2016-2158e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on June 21, 2016, making it Chapter 301 of the session laws. It took effect on August 20, 2016.
