The Story
It was introduced on January 6, 2016 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on February 3, 2016. The committee recommended that the Senate pass it with changes (amendment 2016-1072s). The committee's amendment (1072s) was adopted on a voice vote on March 24, 2016, changing the text of the bill. On March 24, 2016 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House and was referred to the House Executive Departments and Administration committee. The House withdrew that referral and sent the bill to the Resources, Recreation and Development committee instead. The committee held a public hearing on April 12, 2016. The committee held a work session on April 19, 2016. The committee met in executive session on April 26, 2016 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it with changes (amendment 2016-1599h) by a vote of 10–7, and the report was placed on the regular calendar. The committee's amendment (2016-1599h) was adopted on a division vote 170–112 on May 11, 2016, changing the text of the bill. On May 11, 2016 the House rejected a motion to lay it on the table on a roll call 115–171, on a motion by Rep. Steven Smith. On May 11, 2016 the House voted to pass it with changes on a division vote 173–111. On May 19, 2016 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Sharon Carson. On May 19, 2016 the House adopted “House Accedes to Senate Request for CofC” on a voice vote, on a motion by Rep. A. Christie. A committee of conference met on May 23, 2016 to try to settle the differences between the two chambers' versions of the bill. On June 1, 2016 the House adopted the conference report (2034c) on a roll call 191–149. On June 1, 2016 the Senate adopted the conference report (2034c) on a roll call 15–9. On June 1, 2016 the Senate adopted “Reconsider the Vote on Conference Committee Report 2034c” on a voice vote, on a motion by Sen. Bradley. On June 1, 2016 the Senate adopted the conference report (2034c) on a roll call 14–10. The bill was enrolled on June 1, 2016 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2016-2138e) was adopted on a voice vote to correct technical errors found after passage. The governor vetoed it on June 21, 2016. The legislature can override a veto with a two-thirds vote in both chambers. On September 29, 2016 the Senate voted 13–9 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
